Bear Creek Watershed Council 

Past Work Plan

(2005 – 2007)



Element #1: Identifies and addresses the priority
protection, restoration, and enhancement needs of the watershed(s) served.

Bear Creek Watershed Council continues urban, agricultural and forestland
collaboration in a voluntary effort to restore watersheds and recover species
by targeting investment to projects addressing regionally significant limiting
factors.

Element #2: Monitors and evaluates watershed conditions and functions, and the
efforts to improve watershed health, including the methods and data sources to
be used.

Bear Creek Watershed Council supports evaluation of the Oregon
Plan in an urban setting, and science based monitoring of physical and biological constraints on sustainability.

Element #3: Encourages and tracks public participation in watershed projects and
activities.

Bear Creek Watershed Council encourages broad public involvement with
habits and habitat needed to support healthy human, fish and wildlife populations.

Element #4: Promotes and evaluates public learning about watershed science and key
resource issues.

Bear Creek Watershed Council helps citizens learn to recognize restoration opportunities in local systems, and why environmental law and regulation help to sustain natural resource use.

Element #5: Builds partnerships, organizational capacity, and council effectiveness.

Bear Creek Watershed Council demonstrates accountability and builds
results-oriented partnerships with local, state and federal agencies.
